H4 to F1 Conversion

Hi,

Currently I am on H4 and got an I-20 from University. I started Masters on H4 and trying to submit I-539 for change of status.

USCIS updated ELIS is not accepting I-539 forms.

Any one sent I-539 and other documents to USCIS through Courier. COuld you please tell me USCIS address to which I should courier?.
