H4 visa after marriage - last name

hi,

I am currently working in US on H1B visa, and would be going to india soon for marriage. My fiance's passport only has her first name, so which option would be best for her to get the H4 visa

- get her passport changed now to her current full name, get visa on her current name, and then get an updated passport later
- or, keep the passport in her first name, get visa, and then get passport updated
- or, get the passport changed after marriage, and then get the visa. If she goes for this, will she be able to get appointment right now using the name that will appear in her passport later (using my surname)
