Is it possible for me to change my status from H1b to F1 and then F1 to H1b without lottery?

If it is exempt from CAP then is it possible for F1-H1BCOS in any month, without waiting of Next April? is it COS can be apply to any employer?

Yes, if you have not used the 6 years time in H1B status, an employer can file cap-exempt petition for you at any time.
