H1B Visa transfer (after status change from L1B to H1B)

Hello,

I am currently on an L1B visa working for Company A. Company A had applied for my H1B visa this year and it has been approved. My visa status will change from L1B to H1b on the 1st October 2015. I would like to know if I can work for another Company B immediately after 1st October 2015 and if Company B can apply for the transfer of H1B visa right now or if they have to wait till the 1st of October to apply for the transfer of the H1B visa.

They will need to wait until Oct 1st to initiate the transfer. USCIS has raised few RFEs in recent time when an employer tries to initiate the transfer before the petition becomes effective.
