H1B visa approved but, no response from Employer...

Hi Friends,

I am an Indian Citizen. My prospective employer in USA for the first time filed H1B petition on April 25,2014 my case was drawn on lottery system.
In September, 2014 i Got RFE, that also my prospective employer filed necessary documents and finally
My case approved on November,14 2014.

Till today (25th August,2015) i have not received any communication from my employer, despite sending him many mails.

My question is what is the time limit for filing Form I-129 from the date of approval...? and what is the time limit for visa stamping...?
whether can i transfer the approval to some other prospective employer...? If yes, what is the time limit...?

Friends please provide me your valuable answer...

and what is the time limit for visa stamping...?
>>> Visa can be stamped as long as the form I-797 is valid and the job still exist.
