H1B Expired more than 6 years back can i reactivate using Approved I140

My H1b Petition was approved from 10/1/2005 to 9/30/2008.

I was on H1n in US for about two years, below are the dates. during this time my labor and I140 are approved.

Later I joined different company in India and came to US on L1B vis. I was in us in L1B for close to 5 years. below are the dates.

Now I am in India, can I transfer my old H1B using I14o to a new company with cap exemption?
