New H1B & approved i140

I jave completed 5 years max out in my L1B in US and now came back to India. However I have received i140 approval this year. My questions is, if I have to get a fresh new H1B then my understanding is I don't have to go through the lottery process.
Can someone pls confirm?

That is not true. If you did not have a H1B petition approved within the last 6 years, then you have to go through quota to get a fresh new H1B.
