H1b transfer C2H already RFE

One of my friend wants a help and I am posting on his behalf

I joined a job on contract(Company A) to Hire(company B) and A filed my H1b in normal processing, and got RFE.
Now B wants to file H1b in PP (A's RFE is not responded by A).
[Note:I am working for client C in this whole process]

Will there be any issue if B go ahead and file my H1b transfer in PP.

[Note : I understand that H1b transfer is a altogether new H1b petition]

USCIS may raise an RFE and can ask you to wait until a decision is made on Company A's petition. Is your H1B I-94 currently valid? If so, did you join Company A on the receipt notice?
