US H4 visa embassy location help

Hello , i will be getting married in nov'15. I reside in Uttar Pradesh. The guy belongs to Pune but works in US on H1. I have always lived in UP. I need to ask weather I need to apply for visa from Mumbai embassy or Delhi embassy. My marriage will be registered in Pune. How earliest do i need to submit my DS160 online and apply for appointment i.e. minimum 3 months earliest or can I submit after marriage? How long will it take to get my H4 visa? Please help.

It doesn't matter. You can apply for H4 visa at any U.S embassy in India. You can fill DS160 anytime. But the visa appointment need to be take only after the marriage since you will need a valid marriage certificate and few marriage pictures while attending the visa interview. You will know if the visa is approved or if they need additional processing on the day you attend the visa. If the officer says that the visa is approved, then you will get the passport back within 2 weeks with a stamped H4 visa. If the case goes into admin processing, it take take months.
