Is H1B VISA expired on 24 sept 2011 still Valid

I have the query regarding the validity of H1B visa .
The visa has been issued on Jun 2011 with a validity of 6 months i.e., till sep 2011.
And I haven't been to USA till now.Is the visa is still valid.

And just wanted to include the petition notice date : July 10 2008.
Can this visa transfer happen in this case or atleast does it come under cap exemption category.
Request you to guide me in this case.

You cannot claim that CAP. H1B CAP is valid only for 6 years.
