H1b transfer without I797B

Hi Sir/Madam,

I am having h1b stamped 2 years back but still i didnt get a chance to fly from my current company. Now i dont have copy of I797B with me so is this possible to transfer my visa without it. Although i am having I797C copy which is considered as a receipt of petition.

You can use I-797C in place of I-797B to prove that you are already CAP counted.

Any good company with a good immigration lawyer will know that any I-797 irrespective of its classification (A, B or C) can be used to file a transfer.
I can't help with with the list of consultancies.

Is there any legal notice written somewhere for allowing I797C instead of I797B because most of the time people asking for I797B while visa transfer process. Can you share list of consultancies who are allowing I797C if possible.
