H1b Cap Exempt - Expired Petition

I got my H1b stamped in sept 2007 for three years and it got expired in sept 2010. I never traveled to US on H1b status.
Since my H1b visa has expired long back and I have never traveled on it, am I still eligible to get it renewed under Cap Exempt category?

Nope. H1B CAP is valid only for 6 years. You need to file a H1B under a brand new CAP.
