Are online training certificates (i.e. lynda.com) acceptable as supporting documents for the experience / knowledge of the H1B applicant?

They can be used as supporting documents and not prove your education. They can't be equated to a BS if that is what you are asking. H1B is a specialty occupation, so USCIS expects that you have a degree that is equivalent to BS in U.S.
