H1 withdrawn. Am i still cap exempt?

Hi,

I was in US on L1B visa and another company applied for H1B visa as change of Status. I got through the lottery and received by case no. However, due to circumstances, i had to return to India in August. The company that filed my H1 withdrew its petition on 15 October 2015. I donot have the I-129 or the withdrawal forms with me.

Questions:
1. Can a different company apply for my H1 transfer, will i be eligible and cap -exempt?
2. If i get a B1 visa done now(before activating H1), will it effect my H1 in any way?

>>> Nope. You will need aq copy of the H1B approval notice to even try and initiate the transfer.
