H4 to F1 visa transfer

Hi I am currently studying my MS on H4 visa. I started my study in fall 2015. Now I am planning to change my status for summer 2016 (as preceptorship is compulsory and summer is the best time for that). But my university staff told me that I
can not register for less than 9 credits in my first semester on F1 visa and my course is allowing only 4 credits in summer. Is it true?? Is there any other alternative so that I can go for my paid CPT in summer 2016 .
