H1B - I 129 Transfer For a Unused 2007 approved Visa

Situation: My friend is in India and he got his I129 approved on June 2007. He never came to US and have never used the visa nor stamped. Only I 129 was just approved.

Question: 1. Can we transfer the H1B to different employer with the Cap exempt situation ?
Question: 2. Will this long duration make the visa void ? I have read in forums that many people were able to get it transferred successfully even after 6 years .

Please suggest.

2007 was over 8 Years back, I dont think he is eligible for cap exemption.
