H1 Visa transfer while in India

Hi All,

I have H1B visa and already 3 years has been utilized and it is stamped recently after extension and my visa given only for an year (till September 2016). Now I am in India and I wanted to change my Job. In that case the new company can transfer my Visa or if it is after September 2016 can the new company file my visa transfer in cap exempt?

Please answer, this will help me to plan for my future.
