Wife on F1 and husband on H1b - tuition fee waiver after 1 year

Anyone has dealt with it ? Please share experiences for the below situation.
My wife entered USA on full-time student F1 visa (doing MS at a state university) on Dec-2014. I am currently on H1-B for last couple of years in the same state where she is studying. We filed joint income tax for 2014, so while on F1 visa, she filed income tax (through my joint income tax) in a way, is she eligible for instate tuition fee waiver (she has also now completed one year in US).
She is not working in school though, she did some work for about 3 months, but for less than 20 hours, which fetched her a SSN.
