H1B Cap exempt

Hi ,

I am in India and I got my H1B approved in 2015, my wife is in US. My wife's employer has asked me to travel to US on H4 and apply H1B in US on cap exempt.
please let me know whether I am elligible for cap Exempt. I had never worked in US earlier.
