Filing L1 when H1 petition is under processing -Help required

Hi All,

My H1B was filed last year through company A and is still under processing, as RFE was raised. Evidences were provided in Nov 2015 and the same is received by USCIS in Nov.

1. Generally how long RFE processing will take?

2. Meantime company B wants to file L1.Can L1 be filed when H1 is under processing?

3. If it can be filed, what happens to H1B petition if L1 gets approved before H1B?

4. What happens to L1, if H1B petition gets approved when the L1 petition is still under processing?

Please give the clarity.
