My wife is currently on F1-OPT. Can we apply for H4 & H4 EAD together at the same time? If yes, what is the process? Timeline?

Yes possible if you have an approved I140.

3-6 Months for F1 to h4 and another 2-3 Months for EAD. Fastest option would be to leave US, go for H4 stamping, and return to US in H4 status and immediately apply EAD, this way you will potentially reduce 3-6 Months of wait time.
