Reg H1 stamping

Hi there,
MY friend change status from visitor to H1b . she do have 797 c from immigration. can she go to bahamas or canada for stamping. & what happen if she got refusal there, wd she able to enter in states. what r the require doucments she need . does she need appoinments in bahamas or canada ..pl help asap...
