I am currently working for company A under H1-B visa and accepted to join company B by signing offer letter and proceeding to H1-B 'transfer' (I know this is actually only a parallel petition). Company B petition has been approved.
However, when I wanted to resign, company A made a very competitive counter offer and I decided to remain at company A and not join B.
Here are my questions:
1) Can company A ask me to pay back for the fees she paid for transfer?
2) Does the fact that I signed offer letter changes the problem here and is a problem?
3) In case company B does not want to revoke the petition, can I call USCIS and do it myself?
