H-1B interview in India without pay stubs?

How safe is it to go for H1B interview in India without pay stubs (working for US state gov non profit university)?
My friend started working for a US non profit institution - a state univ in H1B status in Dec 2015. She got LCA, I797, W4, bank stmts, prev pay stubs etc. She planning for H1B interview (Chennai, India). What % of H1B rejected because of not having pay stubs? Is it a mandatory doc?

Pay stub is not mandatory documents. It's supporting documents.

I would not take that chance. Even with the documentation you mentioned the officer will want to know that your friend it truly working for the University. The only real way to know this is to show pay stubs. They may inquire (call) the school too. But leaving the country these days unprepared especially back to India is quite dangerous.
