Case for H1B extension still under review and need to change to H4

I94 for my H1B petition expired in Jan 2016 and my extension petition is still under process.Meanwhile I want to change my status from H1B to H4. Is it possible to do that on an expired I94? What is the procedure?
Please consider that I can't fly to my country of origin as I'm pregnant

It is possible to file it, you have to give reference of the existing H1 extension receipt. But if H1 extension itself is rejected, you go out of status and would need to leave US.
