H1b extension while amendment application is in process

I have a query, Can you apply h1b extension while your h1b amendment is still pending.It is for the same project for which amendment has been applied and same with the same employer who has applied for amendment.

What happens on the extension decision point do they wait until the amendment is being processed

1. PP extention --(If they give RFE stating amendment wht can we do ..there is nothing to be done on our side ?????)
2. PP amendment
3. Both regular wait till 8 months
