H1 transfer before Oct

My H1 application was picked up on 4/14 in the lottery which was filed by Company A. I have got a better position with Company B but company B is saying that the H1 can only be transferred after one pay cycle (they need one pay stub) with Company A once the H1 becomes effective in Oct. Is that true? Is there any other way for me to join Company B?

It used to be possible, and there have been some success in past too. Off late USCIS has issued RFE on the lines that the person cannot claim cap exemption when the H1 has not even started.
