H1B petition approved, expired and out of country - is it still falls under Cap limit

Hi,

I have H1B approved petttion (2012 - 2014) from comapnay A. I worked with it for 9 months. (Jan-oct 2012).

I came back to my home country in 2012. Now I am trying to go back to US.
My question is am I exempt from h1b cap, for h1b Transfer or do I have to go through entire cap quota process.
