H1 Visa rejection and subseuent B1 visa rejection

Hi

I went for a H1b visa to Chennai consulate, India and they rejected with 221 g reason that I did not have sufficient documentation.

But when i went after a year for my B1 they asked for reasons for rejection. I stated that my qualifications at that point of time were not sufficient and also documenation was lacking.

The consular office told me that I should be transparent in giving reasons for prev rejection. Could you advise me as to what can be done in future Visa interviews considering the above.
