H1B Transfer

My Wife has her H1 approved and stamped(Petition in hand). She is currently not finding any opportunities with her current employer(one who filed her H1). I am staying in US. Her petition is expiring on 30 Sept 2016.

What steps should i take...
1. Wait for an opportunity from her current employer.
2. Bring her on H4 and do Change of Status.
3. Do H1 transfer from current country, get re-stamped and then travel.

Please suggest.

Also once a petition is expired can an extension be filed for the same?
