Hello
I have unused H-1B petition valid from 2014 October to 2015 December (valid for 14 months). Is it possible to extend/amend this petition now for the unused period.
I have never traveled on this petition and visa stamping also is not done. Is there any recent changes in USCIS cap exemption guidelines making amendments and extensions not possible on already expired and unused H-1B petitions.

Was H1 filed as fresh petition in April 2014?

Yes. It was a fresh petition under cap applied in April 2014 and got approved and valid from Oct 2014.

I am not aware of any such guidelines where one is not considered cap exempt if not worked for original petitioner or not worked during original duration.
