Questions on H1 B Validity end date

Hi,

I have an approved H1b petition(not Stamped) which has a validity from 1st October,2015 to 31st December,2016.Case type is I129 .The petition is not yet stamped.Please let me know will this petition be valid after 31st December,2016 .I have the below questions to which I am seeking answers.
Will this petition remain cap-exempt even after 31st December,2016?
Will I be able to travel to the U.S anytime after 31st December,2016 if I get an opportunity and without going through the lottery again.
What are the consequences if I can't travel before 31st December,2016?
