H4 visa here, want to join the military

Is there a way to join the military without having a greencard? The recruiter said it wasn't possible, but Im hoping they could be wrong :/

Also is the dream act bill expected to pass anytime soon?

I do not even want the greencard, I want to serve, has always been a dream to me since I grew up here, but my father with the H1 visa hasn't been able to get a greencard in about 4 years, so I don't expect I could get it
