Second H1B amendment for new client while previous H1B amendment is still in progress

Hi friends, I need some info. My employer had filed for H1B amendment for client and location in Jan this year. It is still in progress meanwhile my assignment got over and I have moved back to offshore. I need to travel to a new location for a new client. Below is my query. Appreciate your help on this.

1. Can I raise a new H1B amendment request for new client and new location amendment while my earlier amendment for client and location change is still pending?

2. If yes can I travel from offshore to US using the new amendment request receipt?

I did read into another forum where it says the 1st amendment needs to be processed into premium. Need to know is this really true.

Can we directly make the new application as premium ??
