Working while H1 to H4 (COS) pending

I am on H1 and planning to change the status to H4. I believe it takes around 4-5 months for the approval. So till the approval, is it legal for me to work on H1 till I get the COS approval?

It depends how the I539 was filed.

As I mentioned earlier, while filling the I539, if you have put in a specific date for the COS to be effective , you can work only up till that date. If you have not specified a date for COS to be effective, you should not be working.
