Unused H1B transfer

Hello Team,

I am working with employer A which has filled by h1b in 2015 .
I have a valid h1b till 2018 . But due to lack of project my current employet A is unable to send me to USA .
I have not travel to USA yet due to lack of project with my current employer A.

I have few query on which I need your help.

1. Can I get my h1b transfer to other emplpyer in India and from them I can travell to USA.
2. How much time will be required for the other employer to get my h1b transferred.
3. If I resign from my current employer will they cancel my h1b visa.

Would really appreciate your guidance on this.

1. Yes.
2. 2-4 Weeks in premium, 3-6 Months in normal mode. If no RFE.
3. They can only cancel the petition not the visa.
