H1B transfer on Revoked petition ( Stamped but unused)

Hi Expert,
I am venkat, company A filed H1B petition in 2014 got approved and stamped (valid till Sep-2017). But due to lack of Projects in Company A,i never entered into USA, in Mar 2016 Company A revoked my petition without intimation.
now can Company B File a Cap- Exempt petition using that revoked petition?.
Please help on this.
