Apply for H4 while H1B amendment in progress

Hello

MY husband has filed his H1B amendment last week and has since travelled to the US for a project in Denver. I have a couple of questions

- Can I apply for my H4 Visa as soon as we receive the receipt notice?

-How long does it take to get the receipt notice usually after filing amendment in regular processing?

-Apart from the receipt notice, is it fine if I carry his old I797 and LCA?

-Is it important that my husband's company do my H4 visa processing or can I do this myself/through a visa agent?
