My employer did not pay my salary

Iam H1B visa. My employer did not pay my salary for 2 months when iam not in project. I asked him to pay my salary and he is not responding. He paid me the salary when iam in project. To whom should i complain and what is the process i should follow?

If he has filed your green card, then forget it. If not, change your job and sue him.
