Questions on H4 visa - Can Indian apply for H4 from South Africa?

Please see my case below,
I am working at onsite on H1B visa. I wish to obtain H4 visa for my wife. She is an Indian and have an Indian passport however she is currently working in Johannesburg, South Africa on Critical Skills Work Visa.
Is it possible to apply for and obtain H4 visa for my wife from US Consulate in South Africa?

First time stamping of H4 as a TCN is dicey. Check with the local US consulate in South Africa if they will entertain the request.
