Cancelled H1B petition can be transferred/or apply the new H1B by new Employer

Hello Everyone,

Need the information as below on my cancelled H1B petition

My Employer A has filed my H1-B in the year of 2015 CAP, but I never been transferred to H1-B. After sometime I moved back to my home country India on my old Visa.

Once I reached India my Employer A has informed me they are going to cancel my H1-B.

Now if my Current Employer file my H1-B, can they use my approved Petition number or not?

Is this the new one or transfer one?

Shall I come in the Lottery CAP again?

Is there any rule that I need to travel from the company that applied in first place?

Is cancelled Visa/Petition is of no use at all?
