Apply H1 at Vermont Processing center while client is in California

Hi All,

My H1 has been revoked citing specialty occupation and employee employer relationship by California processing center. I received an intent to revoke after my visa transfer has been approved. What are my chances of getting my H1 by re-applying at the same service center? Can I apply at Vermont service center through a new employer who resides under that processing center?

Please advise.
