H-1B visa rejected

Hello

My friend's H-1B visa was rejected under code 221(a) (6) (c), Does that mean my friend is permanently ineligible to enter United states?
Please help!!

It is 212(a)(6)(C). It means they think either experience or education is misrepresented, in other words, there is a fraud in the application. That will make him permanently ineligible for NIV and the only waiver is available by marrying a US citizen.
