Can H1b visa transfred to another employer while it is pending in RFE

I had filed for H1b last year through a consultant, which got picked in lottery but struck in RFE since March 2016 as "Response To USCIS' Request For Evidence Was Received".
I moved to US on L1 through my current employer, now I want to transfer the H1b from consultant to my current employer.
Is it possible while its in RFE state ? can some one please throw some light on the steps to do it.
If no than what are my options to transfer ?
