I am currently in H1b. For some personal reasons, I need to quit my current job and transfer status to H4 EAD.

What is the earliest time after that I can quit my job and keep staying in US?

As soon as you file the I539 for the COS from H1 to H4. In the I1539 you can mention the specific date you would want to cease to be on H1. Make sure you do not work or get paid post that date.
