H1b stamped visa from Employer A , not travelled to US , can I transfer petition to B

Hi All,

I have stamped H1B visa from Employer A , but did not traveled to USA. Seems like no projects have openings now , so may I know
a.) Is it possible to file a h1B transfer with new employer B while I am in India only ( I did not traveled to USA anytime) ?
b.) Let's say after resigning from emp A , they withdraw my petition , can I still apply from new company B under CAP EXEMPT ?
