h1b withdraw after RFE

I got through the lottery and have a copy of the i797c from my consultant..recently i received the RFE(oct 25th) and now my consult wants to withdraw my petition(not yet withdrawn) saying client is not willing to provide the documents asked in query. what are the possible options for me.will i be able to change the client now . or if he withdraws will i be cap exempt next year finding a different employer

No, you have to go through lottery next year. You can't change the client now.
