My H1B Visa got expired on 2014 and looking for stamping at Mexico. And I have valid I797 with 3years extension.

I have scheduled H1B visa appointment at USA consulate Tijuana Mexico, Is it require Mexico Visa to visit American Consulate at Tijuana Mexico ?

How do I get the Mexican visa ?

Can I get Mexican visa at Mexico boarder?

Please advice me for next steps.
