Urgent info required_H4 to F1 change of status visa rejected_now what to do

Hi,

My wife was in US in H4 visa. She went back home to change the visa status from H4 to F1. She had graduate assistantship to cover study expenses. Her visa got rejected yesterday. Now should she reapply for F1 visa or should she apply for H4 stamping (she has all the papers). Please note that priority for her is to come back to US and stay together ( so F1 is better, at least H4 is required).

Any guidance would be highly appreciated.
