H1b Transfer after revoking of petition

Hi All,

I have one query: Employer A filed H1 visa for me and that petition was approved. I have received Receipt Notice (that had my WAC #) and Notice of Approval (I797B) from the employer. The petition has been approved for 3 years. If I do not go for stamping and hence do not travel to US under employer A, then my employer may revoke my H1b approved petition. Then in that case, when another employer files H1 for me, is that petition cap exempt n can that be filed under premium processing?
